Vengeful Aspect can be salvaged from a Legendary Item at the Blacksmith and it will be stored in your Codex of Power. It can also be rewarded for completing the following dungeon. Visit the Occultist to imprint the Legendary Aspect onto another Legendary or Rare item.

Lucky Hit: Damaging a Vulnerable enemy has up to a 25% chance to create an Arrow Storm at the enemy's location, dealing 156 - 486 Physical damage over 3 seconds.

Your Arrow Storms deal 156 - 486% increased damage.

Patch 1.4.0, May 14, 2024

Previous – Lucky Hit: Making an enemy Vulnerable has up to a 40-60% chance to grant 3% increased Critical Strike Chance for 3 seconds, up to 9%.
Now – Lucky Hit: Damaging a Vulnerable enemy has a 25% chance to create an Arrow Storm at the location, dealing Physical damage over 3 seconds. *Your Arrow Storms deal 25 - 40% more damage.

Arrow Storm damage increased by 30%.

Patch 1.1.0a, July 18, 2023

Lucky Hit Chance increased from 30 - 50% to 40 - 60%.
