We suspected something was up with Diablo 4 Beta Drop rates last week and we were right. Rod Fergusson responded to a question regarding this via Twitter this evening.
They are tuned higher, yes to give a fuller experience and better test during Beta.

So there you have it. It didn’t seem right, especially when gambling and 2 decent legendaries popped out.
With all that in mind, it’s a little hard to gauge how this will affect the final game and quickly players will be able to progress through the early stages of the campaign in the final version. We’ll know in a couple of months.
