Veiled Crystals are used by the Alchemist to craft Incense and refine materials, at the Blacksmith to upgrade gear, at the Occultist to Enchant and the Jeweler to add sockets to items. They can be obtained from:

Salvaging Rare, Legendary and Unique equipment at the Blacksmith.
Found in Cache rewards from the Tree of Whispers
Legion Events
Infernal Hordes
Elite Monsters
Crafted at the Alchemist
