Abstruse Sigils are used by the Blacksmith to improve Legendary Jewlery at the Blacksmith and Jeweler. They can be obtained from:

Salvaging Legendary, Unique and Mythic Jewelry at the Blacksmith.
Found in Cache rewards from the Tree of Whispers.
Crafted at the Alchemist.
