Chipped Topazes are the lowest quality of Topazes. There are 5 qualities in total and information on all of them can be found on the Topaz guide.

The Gems guide details all the different kinds of gems that can be socketed into gear.

Character level reduced from 15 to 10

Basic Skill Damage increased from 1.5% to 10%.
Damage Reduction While Control Impaired replaced with +20 Intelligence.
Lightning Resistance reduced from 13% to 9%.
Cost reduced from 30 Topaz Fragments to 10 and 4,500 gold to 1,000.
Level requirement reduced from 20 to 15.
