Chipped Rubies are the lowest quality of Rubies. There are 5 qualities in total and information on all of them can be found on the Ruby guide.

The Gems guide details all the different kinds of gems that can be socketed into gear.

Character Level reduced from 15 to 10

Weapon Overpower Damage decreased from +15% to 12%.
Armor Maximum Life decreased from 2.5% to 2%.
Jerewlry Fire Resistance decreased from 13% to 9%.
Cost decreased 30 Ruby Fragments to 10 Ruby Fragments from 4,500 to 1,000 gold.
Required level decreased from 20 to 15.
