Emeralds are the second lowest of Emeralds. There are 5 qualities in total and information on all of them can be found on the Emerald guide. The Gems guide details all the different kinds of gems that can be socketed into gear.

Critical Strike Damage to Vulnerable enemies removed.
Thorns removed and replaced with +35 Dexterity
Jewelry Poison Resistance increased from 18% to 21%.
Cost reduced from 12,500 gold to 10,000.
Level required reduced from 40 to 30.
