Chipped Diamonds are the lowest quality of Diamonds. There are 5 qualities in total and information on all of them can be found on the Diamond guide. The Gems guide details all the different kinds of gems that can be socketed into gear.

Armor changed from +4% Barrier Generation to +8 All Stats
Character level requirement reduced from 15 to 10

Ultimate Damage reduced from 9% to 7.5%.
Barrier Generation increased from 3.5% to 4%.
Jewelry Resistance to All Elements reduced from 2% to 1.5%.
Cost reduced from 30 Diamond Fragments to 10 and 4,5000 to 1,000.
Level required reduced from 20 to 15.
