Red Dust is part of Diablo 4's PvP end-game.
Seeds of Hatred can be converted to Red Dust at the Altar of Extraction. Once converted, Red Dust cannot be stolen from you if you are killed in PvP combat.
Red Dust can be redeemed at PvP Cosmetic and Mount Vendors for ornamental rewards.
Red Dust cannot be traded between players.
