Interesting mods, clearly a Lightning-focused item with huge Lightning Damage, resistance, and even charges of [[Chain Lightning]].  The 150% damage to undead is an inherent property of a blunt weapon, and the three +skills are bonuses on this particular scepter, not part of the recipe.  This would be a nice weapon switch weapon, for the solid elemental damage. Another odd bit, the +3 to [[Holy Shock]] is part of the recipe, but the bonuses to [[Meditation]] and [[Vengeance]] are random ones that were on the scepter pre-Runic Item and have been preserved.
