99 is going to be a joke, especially in SP with /players8 command. It will be extremely fast in comparison to D2L or D2R right now. E.g. the fastest 98-99 being Nihlathak means killing one lvl 95 monster in what usually takes some 30 seconds for most builds.
Now imagine characters like Java or CE Necro plowing through the Pit, killing 100+ lvl 96-99 monsters per minute on P8... seems about right.
I'm not sure MF implications are positive either. I guess the credo will be to just adjust your typical MF Barb so that he can run more targets, i.e. putting on some resists and maybe go for some hybrid Berserk/Conc build or something. But I'm mostly afraid that boring all-purpose builds such as Hammerdin will become the norm again, characters that can run 99% of areas in the game. It will be an easy way to get something out of this mechanic and I wouldn't be surprised if many players will just go for these builds for MF, rather than building characters for specific targets.
It doesn't exactly foster build diversity.
Re loot filters I'm not sure why we need them tbh. D2 isn't PoE where loot filters are absolutely 100% required. @Excalibur mentioned cows which on P7 can become cluttered indeed, but it's managable via positioning or running on P5 which is generally just as good or better than P7 anyway. Otherwise there's no target in the game where there's "too much loot" IMO. The only other case used to be Travincal when running with WW/hork Barb, but gold auto pickup fixes that pretty much.
