The easiest way to get blood out is with a sharp knife or an axe. Or maybe a sword. I like the sword idea.
I ddin't know you are reusing the carpets, but I like the idea.
About 10 years ago, Johnny asked how to get blood stains out of a mattress. I think we agreed on H2O2 or chlorate acid and something else. H2O2 is a strong bleach, however, so it will probably leave a white spot.

If you want to do it slow. Put a hollow needle in a vein and let it slowly drip out.
If you are reusing the carpets for work is there really a need to get the blood out first, is it a professional courtesy?
Putting ice on the blood stain and then washing it might work.
Peroxide also works wonders on blood stains if I'm not mistaken.

Oxygen doesn't burn.
Even though it appears to be an oxymoron, oxygene will actually burn (i.e. oxidize) if being exposed to fluorine.
