Now everything is clear now, who cares whether anyone would play this game anymore, it is official to create lvl99 HC/SC character right from start, and then remake him/her as you wish. Maybe this ability would put off the negative effect of respec. There is simple no need to use respec to correct any mistake or change plan, you got lvl99 right away.
I'm glad to hear some monster types got boosted in dangerous rank, at least this is the only good news with 1.13 so far.
It will be interesting to see what the final patch would be like. But if it will depend on how b.net users (a lot of 9 year old fatty who cannot spell, or bother to play this game) thinks, I'm not holding my breath to hope things will get better.

Eh? Overreact much? Those "cheats" are limited to the beta testing realms and are intended to let people quickly test various combinations of skills and such, in order to find bugs and check out the skill changes. That is how testing is supposed to work. Those characters will NOT carry over into normal realms and the cheats cannot be used in single player.
People need to chill with the "D2 is ruined!" talk.

Apology. I did not know it wasn't for SP.
But even for test, that's a little overkill. How many skills the beta patch changed? one would think a couple of respec between a few people would test them all (how many such group of people are currently testing?).

Recap as to why Hydra and Gloams are pwning:
They nerfed damage on Gloams/Wil-o-wisps/Burning Souls/Black Souls/etc. champions and uniques. They did not fix the bug in general. So unless unique/champions were the cause of your troubles, and not a pack or two of them all shooting bugged damage at you, your problems with them Souls are still there.
Council members use the Sorceress' Hydra, which had base damage increased and spell cooldown reduced, so they're bound to pwn more. Blizzard did make Hydra projectiles slower rather than faster though. Unless they fix this in the final patch, Hydras now have a harder time hitting moving targets.
I've already hunted and cubed the Essences into a Token (which gives respec on right-click). Got two of 'em in SP, in fact. They are consumables, but there is no limit to how many you may consume.
[edit] I think everyone here is grateful that Blizzard is still trying to patch a 10 year old game. It's the fact that Bashiok promised:
- A patch that will change the metagame comparable to when 1.10 was released.
- More game content.
- Incorporation of ideas/suggestions on the forums. Obviously, they ignored the bulk of these, which is expected given time restraints, but to not fix any (easily) fixable bugs?
- A release within a few weeks. When it takes months, you'd expect it to be epic. It wasn't.
As Bashiok said during the announcement of 1.13 back in April or so, it was a gesture to show that Blizzard still cared for their D2 fanbase. Yes, Blizzard's ultimate goal at the end of the day is profit maximization and drawing in crowds, but making empty promises while claiming they "care" for their fanbase is quite a slap in the face, no?

Errrr, maybe if you reread your own post you'd notice that you condone a method or mechanic or system based on an utterly failed logic as i pointed out, there's no discussion to be had about it. And i'm sorry if i called the specific failed logic (which isn't to be questioned) you used retarded, didn't know the use of the word "retarded" itself was out of line, and if it is then it should be censored, which it isn't. Thanks for the info, omg. Your description of the situation with gloams pretty much fits what I'm experiencing with running WSK in 1.13--i.e. a pack of gloams is still a pack of gloams.
In light of the respec tokens being unlimited (thanks for testing that), I have to take back some of what I said earlier. :\ I still think, ultimately, it's up to all of us to decide for ourselves how to play the game to get the most fun out of it, and I'd rather see more options than less, but I did feel better about the respec tokens when I thought they were single-use items and that you'd essentially have to "earn" each respec with a flurry of boss-running.

This is quick guess with no uber runners in mind ... Around 6 hours on average is so easy for item of this magnitude. Id prefer to remove it completely or increase its rarity say .. 20-30 times ...

You still have to run the bosses... the items are consumed when you respec. They just continue to drop, making them "unlimited". Still opposed to it, but we should get the facts right.

As i understand it one Token of Absolution grants you a complete respec of all your characters skill AND stat points, and you can farm as much Tokens (which will vanish when you use them) as you want therefor giving you unlimited use of respecs. (Unless there's an invisible cap on how many times you can do a full respec, which i doubt there is)

@omg: I do agree with you. I said it before and I'll say it again: Any effort that Blizzard puts into a 10 year old game is more effort than any other gaming company would.
Also, I'm going to throw in my $.02 about the respec...I think everyone has the idea of how Blizzard wants us to use the respect wrong. I think they made it so the early game(level 1 to ~30) isn't all item dependent. I don't remember the last time I pumped a low level skill and used it on a character. The sorceress is a perfect example too. When playing untwinked, you usually have to smack stuff with the gemmed weapon for quite some times. This patch would allow you to invest in low levels skills and a utility skill like warmth until you get your real kill spell. So personally, I think this is the kind of use Blizzard thought of with respecing, not "Let's have everyone build cookie cutters, then respec when they hit level 88 to make anything they want."

Bliz isn't naive Smips... they know what the change will do. It will shorten the life/replayability of D2, which is exactly what they want with D3 coming out. They want people ready to switch to a new game, rather than stick with the old one.

Of the respec methods, I think I prefer the boss-killing one. Lets face it, the reward for clearing the den of evil is already pretty good. Although I guess it's similar to the Radament quest in that there you get a bonus skill point and reduced shop prices.
Worth bearing in mind that the unlimited respec is only as long as you continue to be able to farm the act bosses. Without swapping tokens of absolution between characters, before you try and see how uber a Raven druid is it's probably best to make sure you have a Den reward left or another respec token. :badteeth:

I think I'd not give the respec that early. Act 4 is good enough. And three respecs is plenty, I'd say.
