With those you could make nadir, but that's in a helm, i can't think of any other runewords right now. There are some cube recipes for weapons, i'll list the ones you might find interesting:
These recipes can roll some nice weapons for your level, but most likely wont. There's also crafted items, but that's (in my experience at least) rather expensive at your level. I'll list the recipes you want to know anyway:
For the matter of attack rating, you are correct, attack rating(AR) is important for your chance to hit. It isn't the only factor for your chance to hit though,the diffrence in levels beween you and the monster is also very important. When you attack a lvl 1 monster with a lvl 30 character you will almost always hit, no matter your ar. If you try to hit a level 35 monster with a level 30 character you will miss a lot. most melee characters aim for 10k ar at the end of hell i beleave( don't know for sure, the only character i played wich needed ar always had enough through skills, so...) but hell is pretty far still. You should be able to get enough ar from skills untill late nightmare at least...

The runes I have so far are - Nef, ith and Tir.
Can I make any good weapons for myself out of those?
Are their any weapons I can make similar to the polearm recipe? High damage mauls or swords combined with runes maybe?
Any good weapon that would beat my current one would be great.
Also, with attack rating, what does it actually do? I notice it doesnt increase a weapons damage, what does it do? Make them hit more often or something?

4 Health Potions (of any type) + Ruby (any type) + Magical Sword --> A Magic Sword of the Leech
* ilvl = 30. (Quite low.)
o The sword must be magical, and this recipe will reset the stats, always granting "of the Leech" suffix (4-5% Life Stolen Per Hit).
o There is a chance of getting a random prefix as well.
1 Diamond + 1 Staff + 1 Kris + 1 Belt --> Savage Polearm Class Weapon
* ivl = 50.
o Creates a polearm class weapon with the Savage prefix (66-80% Enhanced Damage).
o May spawn with a random suffix as well.
o The polearm type will randomly choose from a Bardiche, Battle Scythe, Bill, Halberd, Lochaber Axe, Partizan, Poleaxe, Scythe, Voulge, or War Scythe.
3 Chipped Gems + 1 Magic Weapon --> Socketed Magic Weapon
* ilvl = 25.
o This recipe rerolls the stats on a magical weapon, setting it with new, random modifiers and 1-2 sockets.
o Magical weapons that can not have sockets, such as throwing weapons, will spawn with new modifiers but no sockets.
3 Standard Gems + 1 Socketed Weapon --> 1 Socketed Magic Weapon
* ilvl = 30
o This recipe rerolls the stats on the weapon, creating a new magical version of the same weapon, with random modifiers and 1-2 sockets.
o Any type of gems may be used, but they must be normal (between flawed and flawless) in quality.
o Magical weapons that can not have sockets, such as throwing weapons, will spawn with new modifiers but no sockets.
