As for the best place to find 2OS orbs, I think everyone here would easily know this. Check my last few test posts and you'll find plenty of low-level 2OS orbs being used. I find them leveling mules. They drop as early as Blood Moor, but the advantage is few other items can drop so orbs are just that much more possible. The key is as low as you can go with no magic find and as many kills as you can get as fast as you can. Even normal cows are a tad too high, as they can drop a myriad of other items, so find the earliest area with large stocks of monsters and have at it, it should go quickly.
Please don't assume that I blindly pass by 2os Orbs all the time, just because you found one lying on the ground last night. We all went in different directions, and a few of the others in the game weren't in it for the socketables. They sent me a message about the orb, but I didn't see it. Woops!
As far as using Hel runes for unsocketing - To each his own. I have limited time for orb (or rune) hunting, but I've managed to acquire a good deal of rune wealth from MF runs and trading. If I can get more accomplished by Mfing, trading, and using Hel runes in a shorter period of time, then I don't see why you should have a problem with it. There really is no shortage of Hel runes -- I can trade for a bunch of them anytime I want to. It's nearly impossible for me to trade for socketable orbs, as the general public simply doesn't collect them. I've heard all about how skeletons and dark rangers drop so many orbs, but after hours and hours of searching for them in normal act 1, I found just a measly few. My time is better spent MF'ing and trading for high runes.
