Well, I'm probably gonna start up a WW barb in 1.07 and have a few questions.
Are the WW breakpoints the same as in 1.09+?
I read something about a weapon mastery bug in 1.09, does something like this apply to 1.07 aswell?
Is there an obvious choice of weapon mastery?
Is there a list of the base damage of weapons in 1.07?
Anything else I should be aware of ^^?

From my experience with a couple of WW pats in 1.07, the breakpoints seem to be the same as in 1.09 and beyond. Weapon mastery bug for barbs (and claw mastery for assassins) should give 100% critical strike for only a single point invested in the mastery.
This can be handy before you get your end-game weapon since it allows you to effectively use other weapons for the cost of a single skill point.
As for a list of 1.07 weapon damage, normals and exceptionals are the same as in later patches, and RTB posted the elite weapon damage elsewhere in this thread.
One thing to keep in mind about planning to shop a lance: you need 4 shae runes to get it up to speed, and most of my mats/pats saw between zero and two shaes on their way to the title. My HC Frenzier found 4 shaes, but that was with a goodly amount of kicking chests in act III and running the council. A reasonable alternative might be a cruel ancient axe, which is a little faster, although less damaging and with range 4 instead of range 5. This would reach the last WW BP with 2 shaes and 2 jewels of fervor (also hard to find). You might just want to go with the best reasonable option that the game gives you rather than holding out for perfection.
As for what choice to make, it depends on your long-term goals for the character. What do you plan to do with him? Run the council? Kill Meph? Rack?
If you plan to run the council, then there is an obvious weapon for the job: BK colossus blade. It's the easiest way to get 100% crushing blow, reaches the final WW BP with a single shae, and isn't too hard to rack.
FYI, elite set items have a relatively high level requirement in 1.07. For people who don't use a mod to gain extra experience, lvl 76 for things like BK CB and Tal's armor can take a while to achieve. On the bright side, the dex requirement for colossus blade is only 65.
