<sigh> I pine for a +3 Warcry 20% fastcast amulet...

Not possible. Most you could get is +2 Cry, or +2 Barb (but not both) /w 20% FC on a crafted caster ammy. +3 is only available on magics, and you can't get 20% on a magic ammy.
