I could be wrong here but I always thought fortified was intended to be used in a ranged weapon, hence the %chance to make monsters flee.

That's an interesting point, Uzziah. Lack of IAS, though, would kinda' cripple it for me. My bow characters tend to be strafers, though. Maybe it would work with a different build.

Interesting, I never thought of it (or maybe I will never try to make it in a weapon even I have enough spare runes). However, the lack of IAS is a killer. Maybe a multizon can make some use? But then WF might be a lot cheaper, and possible more powerful.
