Okey dokey. It looks like it is time to clear up the great mystery of circlet class items.
Circlet class items (as well as staves, some wand, and a few other items I might be forgetting) have something called a magic number.
Circlet = 3
Coronet = 8
Tiara = 13
Diadem = 18
Other stuff with a magic number = 1
This number is used to determine how the affixes are chosen for these items if they are magic, rare, or crafted. To do this, first you figure out which is higher, the ilvl or the qlvl. The ilvl for gambling is based upon the character level and is the thing that is +4/-5. The qlvl is inherent to the item type.
Now you take the higher of those two numbers (ilvl or qlvl) and add the magic number to this. That gives you the highest potential alvl you can get on the item. Alvl is the affix level, and usually the number you see on the AS if you look at the magic and rare prefix/suffix pages.
Now, for a Diadem, the quality level is 85, we add the magic number of 18 and we get 103. There aren’t any affixes available on circlet type items that have a higher alvl than 103, so all affixes (prefixes and suffixes) can spawn on all Diadems. The ilvl doesn’t matter. If it is lower than 85, we use the qlvl number, if it is higher, we don’t have any new affixes made available anyhow aver 103 (actually, the highest is in the 90s, so the 103 is overkill itself.)
However, all of this fun stuff has absolutely nothing to do with Set and Unique items. Set and unique items have their own qlvls, and those are used to determine if the item can be obtained from a specified source.
