I suspect it's lag. This can happen when you get too high of a ping.
Also, I suggest aiming for 105% FCR, this is the next breakpoint for a sorceress.

I just got my sorc to the 105% breakpoint and it has made teleing SOOOOO much easier. Unless you encounter enemies with really fast attack speed, you're out of the area faster than they can hit you. I would also suggest having an insight pole somewhere in your setup. Without insight you could tele into a mana burn pack with fanatacism or might and become quite dead quite fast. When you have insight getting hit with mana burn tickles enough to make you smile as you keep on teleing.

Type /fps for all the data you'd ever need.

That should be good enough. I suggest checking for spywares and the like first. Also, where are you playing and which realm are you connected to?
