Not the most devastating find but a VERY generous thing from Elzix for a level 22 ranger paladin (the second or third circlet i gambled):

Imp Casque Circlet
7 to maximum damage
Adds 1-99 Lightning Damage
50 poison damage over 5 seconds
48% Enhanced defence
40 to life
25% cold resistance

Why do you think it's bugged? The enhanced dmg? I'm pretty sure that's a mod on rare circlets.

There are also some unexpected funny suffixes:

Shields: of Maiming +3-4 maximum damage
Gloves: of Flame: +1 to +2-6 fire damage
Boots: of Shock: +1 to +11-23 Lightning Damage
Belts: of Frost: +1 to +3-6 Cold Damage over 2 seconds
Circlets: of Blight/Venom/Pestilence: +7/21/50 Poison Damage over3/4/5 seconds

Weapons: of Regeneration: Replenish Life +3-5
