Kia Ora all, just got my HC OrbItAller to Act 2 NM and wanted to change the merc to HF. But I can't find a HF merc in NM. Is this a bug? Sorry if this question has been askked and I did try a quick search but found nothing. Any help would be appreciated.

Sometimes the available mercs are limited if you immediately talk to the town guard after progressing. Try to teleport to A1 and back again that might solve the problem.
