Probably has +strength on their main switch which enables them to wear the armor, and is using the Fals to compensate while on the prebuff switch.

Fal's in WC weapons are a BvB thing. When you swap to BO, you loose 30-39 str from Stormshield on swap. This makes heavy Arreats (upped) un-equipable on the swap, which would cause you to loose the BO from the helm. The 2 weapons with 2 Fal's each negate the issue.
It can break down this way. A heavy sacred barb will have 232 str fully equiped, can loose up to 39 str from a jeweled SS, which makes the str 193. Since 193 isn't enough to equip the arreat, then you loose up to 20+9 str, dropping you to 164 str. You need at least 32 str to fix that, hence 4 Fals.

Does it say 5frw? I though small charms had 3frw. Or am I missing something here?
