No, I'd bet that more HR are legit in nonladder. Nonladder has been around longer and thusly more runes have gotten a chance to drop. The law of averages is on their side.

I think you are forgetting the fact that Ladder has been cleared of all dupes approximately once a year since the first season, and all excisting dupes dat survived ruststorms were moved from Ladder to Non-Ladder. And since dupes are created faster than runes drop I think the averages are on the side of Ladder...
