Hey - good to hear from you. Let me give you some thoughts from my experience with transitioning from 1.09 to 1.10betas to 1.13.
1.10a BKWB running - I converted my 1.09 MeteOrb after getting her to 99 on cows, and made 1.10a CtA (the one that uses 4 sox and no Ohm), and finally procured a 1.10a Reaper's Toll - that made for some pretty darn safe Andy running. It took some time to find the BKWB (and I only found one), but I ended up adding Mephy to the list to get some more S/U goodness (Andy really can't drop that many good EUs) and she can run both effectively on /P5 (the magic setting for Andy drops). In 1.10a, it still works that all the monsters die when Andy dies, and FO works better in 1.10a than 1.10s (actually has a cool effect if you shot it into a wall that it stays there and spins for a second before dissapating). You can also do your HF collections in 1.10a if you want - just make sure you use the ATS application to convert them instead of just converting a mule from 1.10a to 1.10s because 1.10a runes poof when converted to 1.10s that way. Also, no version of ATMA works with 1.10a, so the ATS application is the only way to look at inventories of mules (you have to use multi-instance to mule in 1.10a).
Congrats on getting back to some old-skool D2! On 1.10s RW bases - pick up any War Scepters with +Holy Shield as those make good extra HAXX CTA bases - Larzuk give them 5 sox or you can roll with the socket recipe. Any Phase Blades too - those drop decently in 1.09 if you run A5 or cows, and you can collect enough of them to roll a 3sox with the recipe (or if you play enough 1.09 and pick up all grey PBs, you'll get a couple with 3sox already) for Crescent Moon. I find Demonheads to be a good base for Delirium - you already know that circlets don't get over 1 socket. And, for me, I've always been in the habit of picking up grey elite armors, always looking for a good merc Smoke base (eth 2sox), but keeping good def rolls with 3 and 4 sox for 1.10+ RWs. Most of my good 1.13 armors are made in 1.09 bases. I'd go with a Scarab Husk or Wyrmhide for your Bramble (though Dusk Shroud is probably the best on reqs).
On to my progress - I've gotten Alaric ready to go into the Act2 Palace, but I keep starting my playing session with MF runs, and end up doing that all night. I got my 4th Arkaine's Valor from Achmel recently, and have become obsessed with finding the WF (especially since I found that Tal's Armor that would fit a WF Strafer so nice), so I've been running Pindle/Baal/Snapchip with my WW Barb (about halfway from 98 to 99 now), and I've given my Schaeferdin some quality Pindle-running time as well (fiddling with strategies, I found that starting with FanaZeal with the Schaefer's, then switching to Sanctuary with the Lightsabre/Rhyme for the extra MF is significantly faster and less expensive for repairs than any other approach). He's over halfway from 95 to 96 now. I'm doing all my MFing on P3.
I've been thinking it might be fun to try another 1.09 MF contest - that resulted in a TC90 last time so maybe it will provide results again.
