Unfortunately my knowledge (and interest in) vengeance is limited but im inclined to wonder whether your wealth is so vast that you have enough of the appropriate jewels to even consider the last 2 options?

Min damage is definitely the major focus of the build, but it's ultimately in service of producing the highest damage I can with an avenger. If ED/min or Ohm's in the weapon produces more damage, I'm perfectly fine not using min/min jewels.
I do actually have 4 decent ED/Min jewels and a bunch of good min/min jewels stashed away. I just want to make sure I commit the right jewels in the weapon.
Caddy does 37-43 so an ohm gives 18,5-21,5 additional damage. That is your benchmark. Calculate and see if any of your jewels give better.
9 -> 8 fpa gives an 12,5% (I think) increase to dps. I would not shael the caddy for that as you can get ias elsewhere: 20 from gloves, 20 from highlords, 2 * of fervors in armour piece of choise gets you there.

Griswold’s Full set.
-Weapon – 2 x Ohm & 2 x 40% ED jewels with second mods. (2-3 fire & +7 str)
-Armor – full of min damage fervor jewels. (+22 to min damage)
-helm – full of min/max damage jewels. (9 – 43 damage)
-Shield. – One 6 to min damage jewel of Fervor, two UM runes.
If the focus is on the min damage, the ohm rune adds around 5-6 min damage vs a 30+ED jewel. A high min damage suffix should be more than enough to compensate. So if your ed/min damage jewels is the 30+ed/5+min dmg variety, go with them.
I don't recommend putting any min/min damage jewels in the weapon. You want your best ones in the armor anyway.
