To clarify, although Decrepify and Holy Freeze are both skills, they are separate sources and thus stack.
I have no hard evidence, but I run a necro with decerp. clay golem, and a holy freeze merc and they make everything stand still. Ah yes, I also use blackbogs sharp (overkill, perhaps)
Monsters cannot be reduced below 15% attack rate and 25% veliocity, so Decrepify, Slows Target from Clay Golem or items
and Holy Freeze is normally overkill (unless the target is subject to a speed increase), although the aura's radius means it can apply to monsters that are beyond Decrepify's radius and which are not melee attacking or being attacked by a Clay Golem. A Necromancer who curses a monster with Decrepify (-50) and uses a level >4 Clay Golem (> -35) or attacks with a weapon like Blackbog's Sharp Cinquedeas (-50) should normally reduce that monster to minimum attack rate and velocity.
The most universally applicable slowing combination is Decrepify and Slows Target: Decrepify applies to everything that can be cursed (only static units and Possessed cannot be cursed) and ST applies to everything, although it is capped at 90% vs normal and minion monsters, and 50% vs all boss monsters (so when applying ST 95%, 5% is redundant against the former while 45% is redundant against the latter).
Holy Freeze does not slow Act bosses in any of their incarnations, and both it and cold length are capped by the target's chill effectiveness: neither will slow a target with 0 chill effectiveness, and both will only slow by 33% when applied to a target with 33 chill effectiveness (regardless of the percentage displayed by Holy Freeze's skill description).
Incidentally, only Sand Maggot Eggs have 50 chill effectiveness in Hell, and only Claw Vipers and Sand Raiders have 40: the vast majority of monsters in Hell have 33 (or less).
