OK, let me make sure everyone is clear here:
In act 3, you may:
1. Assign points at will to Core Skills
2. Assign single points to prerequisites for Core Skills, if needed
3. Place single points into skills that can be a *prerequisite* for a future Power skill
4. Select and assign points to ONE, single Power Skill
That's it. #3 is the one that is tricky, and easy to screw up. In response to the previous posts, smilts has the right idea and jiansonz does not.
A level 30 skill can ONLY be a power skill (since it cannot be a prerequisite for anything). So you could not put a single point into it in Act 3, with the idea that someone else might make it a Power Skill. However, you *could* put a single point into Poison Explosion... that skill is a prerequisite for Poison Nova, which could then possibly be used up as a Power Skill later. This also means that there are some level 24 skills that can only be selected as Power Skills (because there is no level 30 skill after them in the tree).
So for example, say you're playing a sorc, and you select Blizzard as your Act 3 Power Skill. Great! However, you could NOT now put a point into Frozen Orb... Frozen Orb cannot be a prerequisite for anything, and the Power Skill has already been selected.
Or another example: you have points in Teleport, since it's a Core Skill for sorceresses... but if you want to put a point into Energy Shield, you can only do so by selecting it as a Power Skill... it is a level 24 skill, but there is no level 30 skill after it in the tree.
