Yeh, expired characters can now be refreshed, as long as Blizzard haven't actually purged them from the servers, and/or someone created another character using the same name.

Well I'm back after quitting rappelz a good 3 months ago.. my first and last MMO. I overdid it massively I knew it would happen, but ah well
