You won't have a shield, so you won't be able to kill anything.
Not for standard attacks.
Even without a shield I still manage. In PvM I've been doing great. Even in PvP, I have good resists and decent defence. I can switch back to Beast/Spirit if I really need any block.
OIAS doesn't apply to Wereforms when you're up in the 7-4ish fpa's, but if the current frames-per-attack is higher (i.e. your attack is slower than that) OIAS will apply.

I did note that this was for killing in pubbies. They tele at obnoxiously slow speeds.

Pretty unique and interesting build, tho I'm wondering what realm are you on LeegionOnEast? Cos I just don't see a no-block, low AR, slow attack werebear killing anything half decent.

In my opinion, most pubbies aren't half decent.
It's not as slow as it seems because it can freqeuntly send others into hit-recovery.
It has no block, but it's not supposed to be some uber build. If it was at fast as you wanted, had max block and high AR...well then I think someone would have made it already.

I don't think this character is really going to work o.o
Perhaps if you used a Widowmaker and put the Brand on your switch. You could prison, decrepify, and then switch to Brand after a barrage of arrows is going.
