manasteal belt

hey, i started to play diablo again on SP
got tired of always restarting on ladder
and i play together with my brother
but he has the bad habit to cheat sometimes, and it kinda spoils the game
he doesnt do really bad stuff, but like duping Pgems etc
then he is better then me, and he always claims he didnt cheat, and then after a while he commits, and then i always feel like quit plaing with him
so that was 1-2 years ago
now i started again, but he is an ama lvl 20 now, he 'found' some wps plaing on his own (not on lan with me)
and he has blue lvl 2 belt
ok so what?
the belt has 7% manasteal
now is my question, is that possible?
i think if it was, it would be extreeeemly rare, but i think he cheated

You'll see that the Wraith suffix can add 4 - 7% mana steal per hit to an item, and the vampire suffix can add 6 - 9% mana steal per hit. However, it lists the item types that can get these suffixes as melee weapons, amulets, circlets, and rings. This seems to imply that the belt was created by an item editor. I have no idea how accurately this list is kept up, though.

When you say the belt is level 2, what exactly do you mean? Does it appear as an item level 2 when viewed in ATMA or GoMule, or does it simply require a character to have reached level 2 in order to use it? Also, the fact that his character is level 20 is totally irrelevant when it comes to items dropping from monsters. Character level is only relevant in shopping, crafting, and gambling.

Edit: The Diablo Wiki (http://www.diablowiki.com/Affixes_(Diablo_II) appears to reinforce the analysis that the belt was not in fact created in-game.
