level limit to Oak Sage?

I read in one character guide a suggestion not to put 20 points into Oak Sage because the skill is limited to 20. (if true, points would be wasted due to +skill items). Almost all other guides suggest 20 points in a spirit.

So is there a limit on Oak Sage level?
