Immortal King's Soul Cage?

Can someone tell me the most common place that this drops? I've killed mephisto in Hell 100's of times and have not seen it!! Also does my character have to be a certain level for it to drop? The character I'm using is level 86.

1. You're in the trade forum.
2. Mephisto can't drop this item.
3. Your character level has no affect whatsoever - it's the monster(s) that you kill that are the only factor.
4. Try Pindleskin - about 8000 times should get you what you need.
