Affixes have affix levels, they generally aren't related to item levels that directly. However, circlets, tiaras etc. undergo a simplified procedure:

affix level = max(item level,base qlvl) + magic level

For other items it's more complicated.

The base qlvl of a tiara is 70 and its magic level is 13, so any tiara can have at least all affixes with an affix level of 83, no matter what its item level is.

so if I get you correctly , I need the lowest item level tiara I can find, in order to reroll it with cube, and get max chance of getting the affix and suffix I needed.
what area in game is the first to introduce magic tiaras ? is it nm choas? nm world stone?

So, you want drops to be high enough in ilvl so the qlvl 70 Tiara can drop, but less than ilvl 77 so the +2 class skills affixes (alvl 90) cannot spawn? There are actually very few monsters in this interval. You can look here for info about monster levels.

Actually, I think gambling for Coronets is your best bet. At clvl 72, you cannot get an ilvl 77 item (so a Tiara that spawns can not get the +2 class skills), but you still have 70% chance that a gambled item is at least ilvl 70, so the upgrade to Tiara is possible.

Tiaras cannot drop in nightmare, except for perhaps Baal etc., but it's better to get it from regular monsters. Tiaras can drop in hell catacombs level 2 and later (area level 73+), plus areas with unusually high area levels, like the two mausoleums near Blood Raven, the Pits etc.

The easiest way to get a magical tiara is gambling for coronets (not circlets). A tiara is an exceptional item, so the chance to gamble one is rather high. I'm not entirely sure about further restrictions depending on the base qlvl (70 for a tiara), but you should find more information when searching for info about gambling here.

Monster level is determined by area level in Nightmare and Hell (with the exception of boss monsters), so that information is only good for Normal (for example, Fallen are listed as level 67 in Hell, but they can be level 67-83 depending on where they spawn).

Your wiki's Area Level page should be consulted for Nightmare and Hell monster levels (bear in mind Champions have mlvl+2, Unique monsters and their minions have mlvl+3).

Good point. I fixed the wiki, see the first paragraph. It might still need more precision with respect to chests.

BTW, you can make a wiki account for being able to contribute to it. Knowledgeable people like you are certainly welcome there!

I've made some contributions to this wiki, but before I became aware of it I'd already made a great deal more to the Amazon Basin's wiki, so I'll continue contributing to that (with Diablo III on the horizon, I don't think it makes much difference).
