It is hell viable. Natually, it's not as good as faith or WF, but it's in the second tier of bows along with upped wws.
Ahem, lol, it's a decent bow if you are an elemental zon and very easy to make. It could probably serve you well in the Pit in hell, which means you can get to level 91 or so with this bow no problemo.
I will contest anyone who says it's as good as an upped Witchy though, well, actually, it might be as good, but only only if you have a source of Amp or Decrep (I think Amp is better), and have some source of magic damage or a strong third damage type. I have pretty quickly whittled down Hell Heph in an 8 player game who was physically immune with the magic arrow from Witchy lol.

I was only a lad when I played pre 1.10, educate me as to why he was so dangerous?
Hephasto is still pretty formidable if he spawns with the right modifiers (or the wrong ones, depending on how you look at it). But back in the day, he did a lot more damage and always came with Amplify Damage on top of that. He hit very hard and very fast and was among the more dangerous monsters in the game. I definitely died more to Duriel though (those loading screen death shenanigans).
As for Harmony, besides being a good bow in general, the Vigor aura is just awesome. I always hated to give that up when I upgraded to more damaging gear for a rogue merc or an amazon.
Edit: Looked it up since I couldn't remember. It seems that he traded his Cursed and Extra Strong for Conviction and Spectral Hit.
Oh, and if he gets Stone Skin and you're not an elemental specialist, have fun with that. Makes Diablo a pretty disappointing climactic boss by comparison.
