Depends what you're using her for I guess.
My MF Blizz sorc does around 5200/5400 damage but tears through the Summoner, Andy and Meph in no time. I don't need more damage.
I sacrificed higher damage for MF and don't use Cold skiller GC's.
I'm using:
HotO
Spirit monarch
Enigma dusk shroud
ptopaz shako
War travelers
Mara's
2x Nagelring
Chance guards
Tal's belt
Gheed's charm
Torch
Anni
plenty of 7% MF SC's.
This setup gives me about 400% MF and allows me to do very quick runs (and keeping myself alive).
Defiance merc is using Obedience great poleaxe, vampire gaze and shaftstop. He mostly serves to keep the bosses and monsters away from me while I pummel them with blizzards and ice blasts.

First of all, I'm guessing that 46k was a maximum, meaning your average damage was 23k - this is the number you should go with, since you're just as likely to score 15 damage as you are 46000. Second, Cold Mastery works very differently than Lightning Mastery.
Let's say you 'only' have level17 Cold Mastery, and for now we'll ignore all -Resist equipment (Infinity, Facets, etc.).
- against a monster with 75% lightning resist, only 1/4th of your 23k damage would take effect: 6.75k lightning damage per hit.
- against a monster with 75% cold resistance (base), your mastery will lower that to -25% (fyi, -100% is as low as a monster can go)... that means your 11k is now: 13.75k damage per hit
... twice as much damage from cold, and at a relatively cheaper cost than the Infinity, Griffon's, etc that's required to build a good lightning sorc.
The thing is though, if you can get the good items for a lightning sorc, this scenario is mostly invalid because you won't be facing a lot of monsters with 75% lightning resistances. You'll have some means to lower resists... Cold Mastery does this all on its own (except for breaking immunities). If you're on anything resembling a budget though, then the blizzsorc will probably provide better overall damage (consistently).
Both sorcs are powerhouses in their own way though, especially with the damage numbers you've listed (my own Blizzy does around 4k damage for her MF runs, but can go to ~9k with a full-damage setup).
