i have actually never heard of anyone using ex justice, probably because no one has one (its tc87, i.e. hard to find). it is another item that excited me on paper when i saw it come out in the beta.
first off, why do you want it to be ethereal? do you have a zod waiting for it? i can think of many uniques that i would rather stick a zod in that ex justice, such as an eth hellslayer, eth deathcleaver, etc
as for ex justice itself, its pretty good. ok damage, ok crushing blow, ok speed, and even some defense cut. the problem is that decrepify feature isnt all its cracked up to be.
reaper's toll is probably the best concentrate weapon in proportion to how much people overlook it, because it casts decrepify which cuts and can even break phys resist. however, reapers casts on striking. justice casts on death. the problem with cast on death is that decrepify has a tiny radius and a tiny duration. at level 6, decrepify is radius 4 yards and lasts just 7 seconds. at 50% chance to cast, this means you have to kill en enemy every 3.5 seconds for decrepify to be 'always on.' 3.5 seconds is not too hard to imagine, unless of course you are fighting baal or lister's pack.
without decrep on demand, this thing becomes a flayer slayer, which is to say, it is only good against tightly packed crowds of multiple weak monsters. imagine chasing ghoul lords around the durance. each time you kill one, the others are too far away to get hit with decrep.
personally i think its a great weapon, and a cool one too, but dont expect huge results from the 50% on death decrep. if you really want decrep on demand, get reaper's toll, either for yourself, or better, for your merc. an act 2 merc's jap triggers decrep constantly with reaper's 33% chance on strike.
