It's possible with the cube recipe for war/rune/archon staff (with probability of 1/6), Larzuk will only give 5 socket for the above staves if they are found at the beginning of normal, or if they were low quality and then repaired with the cube recipe (ilvl <= 25).

Not quite. What Qveasd said was:
Larzuk will allways give any War Staff, Rune Staff or Archon Staff with ilvl <= 25 5 sockets. One such staff can be obtained by finding it in normal before act IV or by repairing a low-level staff of any ilvl (setting the ilvl to 1).
Using the socket recipe on a War Staff, Rune Staff or Archon Staff will give 5 sockets in 1 of 6 tries if the ilvl > 25 and in 1 of 3 tries if ilvl <= 25.
