The only reasonable thing to do with a 1.07 Lo is Bramble or trading to someone who's making Bramble. Which is pretty limited, I will admit.
 
Those 1.10s runewords are really something. Just looked up Bramble, and it seems like a gamble! I received a 1.10s Crescent Moon PB in a giveaway when I first came here and it is loads of fun.
