Say for example, a sorceress has no points in fire ball, but gets a staff giving 3 to fire ball. Will her points in fire bolt still synergise it, even if she didnt put any hard points into it?
Can skills given by items be synergised?

Yes, the hard points into Fire Bolt will give the synergy bonus to Fire Ball, even if the points into Fire Ball itself are all from gear. But it wouldn't work the other way around.
