Rainbow facet + to cold skill?

Bit confused with the +3 to cold skill on a rainbow facet. Does that mean +3 to each cold skill? Or something completly different?

+3-5% To Cold Skill Damage (varies)

They increase the damage of every skill by 3-5%.

It's not +3 to cold skills. It's +3% to cold skill damage.
