For me, it depends on the character. I face a dilemma when it comes to imbuing. The longer you wait, the greater the potenial is for a good item that might even be useful in the end-game. But the longer you wait, the less there is left of the game...(I don´t mule, so the imbuer and the user is always the same character).
I have imbued:
* Circlet type gear (I know they can be gambled, but an imbued Tiara can get +2 class skills at level 73, much earlier than you can gamble that on a Coronet)
* Early exceptional/elite weapons, for either character or merc. Unless you are alreaady using a good unique/runeword, these are good options. For my first javazon, I imbued a Crude War Javelin I found in Normal Durance 3. Got IAS, increased stack size and decent fire damage. Those javelins lasted more than halfway through NM before I found something better.
If you want to imbue one of the "lower" elite weapons (i.e. those with a QLVL<78) you should do it with a character that is at least level 74, to open up the possibilty for Cruel damage on them.
* For casters: class specific items that can´t be gambled: druid pelts, orbs, necro heads
* For kicker assassins: the heaviest elite boot type she has the strength for.
