Ok so i was doing norm cows and got 2 eth spint mails that i figure I should up and make a mec fort but when i try and cube with tal shael pdimond to up from norm to exceptional it doesnt work

You can't upgrade grey/white/blue/green items. Read the cube recipe again; there's a rare recipe and a unique recipe, that's it.

then how are people upping eth armor to make 4k def forts?

They're technically rolling in the cube to double the ethereal bonus, not upgrading it.

They're not upping anything; they're using the cube socketing recipe on already-elite non-superior eth armors.
