The Rising Sun - adds fire damage

The rising sun amy adds 24-48 Fire Damage. Is this only to physical attacks, or to spells as well, such as fireball from a sorc.

Say, what's the deal with Cathan's Rule (the staff)? It has +10 Maximum Fire Damage. Does that increase fire damage from attacks that have fire damage added? If so, what happens if you don't have any fire damage? Or does it work with spells?

It just means it adds 0-10 fire damage to a melee/ranged attack.

IIRC, +10 to X damage increases the *base* max and min damage of abilities of that type.

So +10 to fire increase the base damage by 10, before masteries and synergies.
