Well, this is just a step in the process. You can see both feet and one hand have been removed to prevent easy identification, but one hand is still attached. (They make wonderful chew toys for dogs! Reduce, reuse, recycle, amiright?) Once the body is fully prepared, it's wrapped up fully for transportation to a shallow grave in the desert.
