Strength needed for blizz sorc?

I was looking threw this pvp blizzard sorc guide. When i look at it you must at least spend like 40 stats in str.

this setup:
nightwings
Amu20str
Ormus
Storm (hell need 133)
arach
sojsoj
strekkies 15str

35str+20torch+20anni=75. +10 from start strength= 85. 48 points to go??!

Where does the 133 come from? Stormshield (assuming that's what you meant) needs 156.
