Is +3 combat +2 BH scepter a good alternative for a hammerdin?

Well a hoto give +3 to BH and +3 to Concentration, they both boost the damage and that scepter is +3combat and +2 BH so i think i hoto will do better.

definitely. usually it's better to have a magical scepter with +3 paladin skills, and THEN bonuses to bh and concentration.

i've heard it's also possible to get a rare scepter with:

+2 paladin skills
+3 bh
+3 conc
20% fcr

Only if you have it from Classic. FCR is capped at % on scepters in LoD.
And I think it's better a +3 combat (Rosebranded) with +3 Conc and +3 BH.

dunno pucho, the arreat summit says rare "rods" (which i assume to be scepters) can spawn with up to 20% fcr.

too late for edit... I mean the max is 10% FCR in scepters.
@ exile, AS is wrong, as usual. the only rods that can have 20% FCR (of the magus suffix) are wands and staves (orbs too, but I don't know if they are classified as rods too)
check here for more info.

U still need 75% fcr so u will lose +2 skills from dual soj by substituting them for caster rings. Therefore HOTO is just as good (given that u have a +2 20 fcr amulet or +2 20 fcr circlet)
