I'm abit rusty on my wireless configuration, and I don't have one at hand to walk through it but basically you need to go to Control Panel --> Network Connections, then right-click on the wireless network and go to Properties. Once there, high-light TCP/IP and go to Properties again, then choose to specify and IP address.
The IP address you put in here should ideally be one that won't be picked up by another computer if it were to boot up first, and it also needs to be in the same range as your gateway. Basically, go to Start --> run --> type 'cmd' and press ok, then in the black box type 'ipconfig' to see what your current IP address is, and try to mimic it if possible. Eg, if your current internal IP is 192.168.0.2 then you might hard set it to 192.168.0.10 (to ensure no-one else accidentally grabs it).
If we're talking about a static external IP address then you'll need to work with your ISP for that. Also, the steps might differ slightly for Vista which I don't use.
