No. No sorc is going to hit anything with is, so add xxx damage and ITD is useless.
Spirit sword/shield is so cheap and so much better that I don't think any staff is worth more than 35k gold. Only exception I can think of is good Memory base, with +3 ES and ideally armor/thunderstorm.
