Here is my style:

1-13: Act 1 all areas
13-20: Start from Rocky Waste/Far Oasis and all quests while leveling (Ravenclaw @ 15)
20-25: norm cows obviously
25-45: nm cows (very very easy if your just careful, suggest 7/8p game)
45-60/65: nm cs runs (very nice exp and also items ^)
From 60/65 you move on to hell, either try solo stuff or make a party and rush to Act 4. I'll suggest doing some flayers till 75-80 and then move on to cs runs.

I hate to Necro this post, but at what level in Classic is there a penalty for XP (to slow you down)? In LOD it is Level 70 (I think if memory serves). Any info would be good!

In Classic 1.09 single player:

If you already have good sets/uniques you can play "players 8" from level 1. I finished the town 3 with a level 31 Barbarian.

If you are more then 5 levels higher then the monsters you gain less experience. That can be solved by "players 8" on normal until you are 10 level higher then the monsters. On town 3 you can level on Durance runs until you are 10 levels higher then Mephisto (with players 8). Mephisto is level 26.

On town 4 you can gain experience until level 50 on Chaos Sanctuary runs with players 8 ofcourse (Necro and Fury amazon rule here).
